Title: Modesto Cruising Ordinance

Description: On March 27, 1990 the City of Modesto passed anti-cruising and anti-loitering ordinances. The McHenry Avenue Merchants Association, members of adjacent neighborhoods, and others complained about crime, excessive noise, and pollution caused by people who were cruising McHenry Avenue. The Modesto Police Department proposed the ordinances to control the problems. According to a Police report, the ban reduced crime dramatically within six months.
